
CASA (Court Appointed Special Advocates) plays a vital role in North Idaho by providing dedicated support to child abuse and neglect victims across the region. With a mission to ensure the well-being and safety of every child under its care, CASA trains and supports advocates who investigate child protection cases, advocate for the child's best interests in court proceedings, and diligently work towards finding them a secure and nurturing forever home. Their mission is to ensure that every child victim, aged 0-18, in the five northern counties covered by the Child Protective Act receives the steadfast advocacy of a CASA who will stand by them throughout their entire journey through the child protection system.
This fall, CASA of North Idaho is preparing for its annual advocate training session, a 30-hour course spread over approximately a month. These sessions, held just once a year in Sandpoint, equip new advocates with the skills needed to safeguard the rights and well-being of children navigating the complexities of the child welfare system. While every child in the system is assigned a social worker, those professionals often manage up to 20 cases simultaneously. In contrast, CASA advocates typically handle no more than two cases each.
Jessie Sheldon currently oversees a team of around 20 advocates, all actively managing cases, underscoring her urgency to recruit at least 5 new advocates through this year’s training program. For those familiar with the nonprofit landscape of our community, it may not come as a surprise that, although CASA is a national organization, there's often a shortage of advocates, resulting in some children going without one. However, northern Idaho stands out—every child involved in a child protection court case receives an advocate, a rarity attributable to both a manageable number of children in need and an above-average per capita volunteer rate. One thing is for certain, we take care of our own ‘round these parts.
“It can be a really tough job, but it's so rewarding,” confirmed Jessie.
Jessie would know. She used to work in juvenile probation, assisted domestic abuse victims and was even a foster parent herself. It was suggested that she apply for the supervisor role when she was training to become an advocate herself. Her work history and heart for children in unfortunate circumstances made her a great fit for the position.
"At CASA, I found a way to channel my passion into meaningful advocacy," Jessie reflected.
Most of CASA's volunteers are retirees, reflecting a wealth of life experience and dedication to community service. However, the organization is keen to diversify its volunteer base, especially welcoming younger advocates and male advocates to better reflect the children they serve.
What is a CASA advocate? Often dubbed 'judge’s assistants,' they function as 'detectives,' gathering vital information from teachers, caregivers, and others in the child's life to provide a thorough and detailed account in court. Becoming a CASA advocate requires commitment and compassion. Volunteers must be at least 18 years old, with a clean record—past non-violent infractions may not disqualify applicants. New advocates are paired with mentors who provide guidance and support, crucial in navigating the complexities of the child welfare system.
As CASA prepares to train its next cohort of advocates this fall, Jessie reflects on the profound impact their work has on the lives of children.
"We're not just advocates; we're voices for those who need to be heard," she concludes.
